 DOST-PCIEERD

The Philippine Council for Industry, Energy, and Emerging Technology Research and Development (PCIEERD) is one of the three sectoral planning councils of the Department of Science and Technology (DOST).

It is mandated to serve as the central agency in the formulation of policies, plans, and programs as well as in the implementation of strategies in the industry, energy, and emerging technology sectors through the following S&T programs:


IDEAS Davao

The establishment of the Innovation and Development Accelerators Consortium for Startups (IDEAS) in the Davao Region aims to synergize the programs of incubators, accelerators, government agencies, private sector, investors, and other startup enablers to achieve a stronger, inclusive, and conducive startup ecosystem in Region XI. 

IDEAS shall facilitate collaborative initiatives to improve incubation programs, mentoring, networking, fundraising, and media exposure of DOST TBIs for startups.

It intends to align the programs of legally mandated implementing agencies of the Philippine Innovative Startup Act, namely, DOST, DTI, DICT, at the regional level, to extend more support to startups.

It is foreseen to aid startups with the potential for exponential growth to access government funding such as Startup Grant Program, BIST, WHWise, and the likes. It endeavors to also support startups to acquire investments from private entities to increase job opportunities and economic development in the region.


Department of Information and Communications Technology

MANDATE

The Department of Information and Communications Technology (DICT) shall be the primary policy, planning, coordinating, implementing, and administrative entity of the Executive Branch of the government that will plan, develop, and promote the national ICT development agenda. (RA 10844)

Department of Trade and Industry

The Department of Trade and Industry (DTI) serves as the primary coordinative, promotive, facilitative, and regulatory arm of government for the country’s trade, industry, and investment activities. It acts as catalyst for intensified private sector activity to accelerate and sustain economic growth through a comprehensive industrial growth strategy, a progressive and socially responsible liberalization and deregulation program, and policies designed for the expansion and diversification of both domestic and foreign trade.

DTI Philippines aims to achieve a global position for the country’s export sector, develop micro, small, and medium enterprises (MSMEs), and create a harmonized investment facilitation to identify priority investments. This aligns with the Philippine Development Plan (PDP) 2023-2028, based on the Marcos administration’s vision towards Bagong Pilipinas (New Philippines). A country where Filipinos can thrive in a secure and comfortable environment, with equal opportunities to participate in a globally competitive economy.

iStrike Davao

More and more Filipinos are made aware of the need to innovate the country’s industries to become globally competitive. Proactively, the government instituted policies that foster innovation such as the Philippine Innovation Act and Innovative Startup Act. The Philippine Inclusive Filipinnovation and Entrepreneurship Roadmap was also crafted to serve as the country’s blueprint for innovation. These collective efforts were manifested when the Philippines leapfrogged in the Global Innovation Index from 73 rd place with a score of 31.56 in 2018 to 54 th place with a score of 36.18 in 2019.

To sustain a culture of innovation, the DTI, together with CHED, DICT, and DOST, with technical support of the U.S. Agency for International Development Science, Technology, Research and Innovation for Development (USAID STRIDE), set up Regional Inclusive Innovation Centers (RIIC). RIIC is the cornerstone of the Philippine Inclusive Innovation and Industrial Strategy (i 3 s), which lies at the heart of economic transformation and bridges the gap between the industry and academe. It serves to create a virtual and physical regional innovation ecosystem made up of universities, research and development (R&D) labs, science and technology (S&T) parks, start-up incubators, fabrication laboratories, co-working spaces, investors, government agencies, start-up businesses, and micro,small, and medium enterprises (MSMEs).

RIICs are currently set up in four (4) pilot areas across the country: Bicol, Cebu, Cagayan de Oro, and Davao. These RIICs extend innovation assistance to its focus sectors based on its region’s key industries. Davao RIIC focuses on Processed Fruits and Nuts and Functional Food, with plans to expand to other sectors.

Branded as Innovation through Science & Technology and Risk Resilient-based Initiatives toward Knowledge Economy or iSTRIKE Davao, the RIIC harnesses the region’s thriving innovation ecosystem composed of government agencies, academic institutions, and dynamic industry players in developing innovative products and services for its focused sectors.
